Responders and Officials Meet to Review Response To Imperial Sarnia Site

The City of Sarnia, County of Lambton, and Aamjiwnaang First Nations officials, along with local emergency responders met with Imperial Sarnia site officials to review the response to the company’s April 2nd incident. An empty fuel processing tower came down inside the refinery’s fence-line at 8:14 p.m. A CVECO Code 6 was issued for traffic control in the area. As per CVECO procedures, a review meeting follows all Code 6 events. The objective of the meeting is to identify best practices, challenges and lessons learned

Both Sarnia Fire & Rescue and Sarnia Police Services participated in the review. Sarnia Police dispatchers were commended for proactively taking steps to collect information and alerting emergency responders, particularly in the challenging first minutes of the incident. The emergency responders were recognized for their quick and efficient response that prevented the situation from escalating.

There were no injuries as a result of this event; however, one area of opportunity that arose during the CVECO review included consideration to call an ambulance for stand-by at the onset of a Code 6.

Another key learning that participants discussed was a future training session involving Sarnia industries, the city’s Primary Control Group (PCG) and the Community Awareness Emergency Response (CAER) organization to better understand roles, needs and expectations during an incident. The PCG is assembled when a Code 6 is issued.

The review also looked at how leveraging additional capabilities in the ‘MyCNN’ tool can help improve internal and external communications.

Effective emergency preparedness and response in situations like this can only be accomplished through mutual respect and collaborative efforts. CVECO partners will continue to work together to ensure continuous learning opportunities are identified so that we can contribute to the overall common goal of community safety.
