Man Passed Out Over Steering Wheel in Possession of Suspected Fentanyl

At approximately 1:30 am, on July 9, 2019, officers were dispatched to the area of East Street and London Road regarding a vehicle that had remained stationary through several cycles of stop lights and with the male driver slumped over the steering wheel.
Upon arrival officers observed the driver still slumped over the wheel and noted that the vehicle was still running. Officers blocked the vehicle in with their cruisers and began attempting to awake the driver. After a number of attempts of banging on the windows the driver awoke.
Once he woke up he placed his hands on the steering wheel and attempted to drive away. The suspect’s vehicle then struck one of the cruisers that were blocking him in. The officer on the driver’s side window was able to break the window and then reached in to place the car into park.
The suspect was then arrested and taken into custody. The officers located what is believed to be a large quantity of pre-packaged Fentanyl along with a quantity of cash on the passenger side seat.
The accused in this matter, Neil Joseph Hagan, 22 years of age, of Hamilton remains in custody awaiting a bail hearing and faces the following charges:
Possession of a Schedule One substance for the purpose of trafficking (Fentanyl)
Dangerous operation of a motor vehicle
Breach of probation
